City of Richmond: Electric Vehicle (EV) Charging Infrastructure
On June 27th, UDI representatives discussed Richmond’s proposals to require EV infrastructure in new residential buildings. Please see the PowerPoint slides from the City of Richmond and their consultant (AES) as well as the AES Electric Vehicle Charging Infrastructure in New Multifamily Developments – Requirement Options and Costing Analysis report. The City’s proposals include the following:
- “All residential parking spaces shall be “Energized”. “Energized” means – All infrastructure required for charging of an electric vehicle (EV), including all electrical equipment (including metering), cabling and associated raceways, and connections, with exception of the Level 2 EVSE equipment.
- Performance standard – A minimum performance level of 12 kWh per EVSE, over an eight (8) hour overnight period. Load management and/or load sharing may be implemented.”
UDI has been advocating that municipalities include load management/sharing in EV Charging By-laws, as Richmond is proposing, to reduce the electrical infrastructure costs. The proposed costs in Richmond range from $307 per stall (townhouses) to $760 per stall (high-rise).
At the June 27th meeting, UDI also advocated for reducing parking standards to further offset the costs of the infrastructure and asked the City to consider reducing the standard, so that it applies on a per unit (as opposed to a per stall) basis. UDI also recommended having further discussions with the Condominium Home Owners’ Association (CHOA). A follow-up meeting is scheduled for July 19, 2017 with the City and CHOA.
